Victor Kipiani spoke at the Caspian Policy Conference: Security Strategic Network Connecting Central Asia, Caucasus, and Beyond

Victor Kipiani, Chairman of Geocase, has been invited to speak at the international conference held in Baku, on 10-11 July 2023, at Hilton Hotel and ADA University.


The event was organized by the Caspian Policy Center (CPC) together with the Near East South Asia (NESA) Center. The two-day conference brought together experts to discuss the future of policy, energy, and security for Central Asia, the South Caucasus, and the Greater Caspian Region amidst the global energy crisis and shifting global political dynamics and dependencies.  


Efgan Nifti, CEO of Caspian Policy Center (CPC), and Dr. Roger Kangas, Academic Dean and Professor of Central Asian Studies at NESA Center for Strategic Studies, delivered opening remarks. Dr. Fariz Ismailzade, Vice Rector of ADA University, Director of the Institute for Development and Diplomacy (IDD), and Ambassador Richard Hoagland, Board Member of Caspian Policy Center (CPC), moderated the conference sessions. 


Victor Kipiani conducted his presentation during the session devoted to external powers and the greater Caspian region and shared his perspectives on Georgia’s role, challenges and prospects amid the current polycrisis – the war in Ukraine, post-pandemic aftershocks and the first global economic warfare.


During his speech, Victor Kipiani focused on the issues of military and economic security of the region; also, on the interconnectedness of the Black and Caspian seas and the importance of creating a new space for cooperation.


He emphasized the importance of implementing the Middle Corridor and Energy Cable projects together with Central Asian countries. According to him, the mentioned projects, in addition to the economic parameters, will bring new elements of cooperation between the national security systems both in terms of exchanging intelligence data and conducting preventive measures in the field of security.


Victor Kipiani discussed different organizational forms of cooperation, which will deepen cooperation and promote coordination for the purpose of crisis detection and prevention. From Victor Kipiani's point of view, when it comes to the regional security, the Western approach to the ongoing war in Ukraine should not be limited only to the consequences of the war itself.


The Geocase Chairman also spoke about Georgia’s role, its involvement, usefulness and purpose in the regional context. He suggested that the current processes allow us to get rid of old stereotypes and to understand risk management mechanisms in a new way when it comes to making decisions. In this regard, he offered to the conference participants several recommendations, which may be the subject of further discussions.
