Geocase Calls on ICAO to Address Illegal Operation of Sokhumi Airport

Victor Kipiani, Chairman of Geocase, has formally addressed a letter to Juan Carlos Salazar Gomez, Secretary General of the International Civil Aviation Organization (ICAO), and Salvatore Sciacchitano, President of the ICAO Council, urging immediate action regarding the illegal operation of Sokhumi Airport in the Russian-occupied region of Abkhazia, Georgia.

The letter follows the February 7, 2025, landing of a Russian passenger jet at Sokhumi Airport, marking an illegal test flight ahead of planned regular flights between Moscow and the occupied region. Mr. Kipiani underscored that such operations violate international law, ICAO regulations, and Georgia’s sovereignty, as the region remains under occupation by the Russian Federation.

Geocase calls on ICAO to:

•    Reaffirm its support for Georgia’s sovereignty, territorial integrity, and unified airspace;
•    Condemn Russia’s actions as a breach of ICAO principles and international law;
•    Demand accountability from Russian civil aviation authorities and airlines operating illegally in occupied Abkhazia.

“The unauthorized operation of Sokhumi Airport is a direct violation of fundamental aviation principles and international law,” stated Kipiani. “ICAO must take decisive action to uphold global aviation safety and sovereignty standards.”

With this letter, Geocase reaffirms its unwavering commitment to advocating for international law, regional security, and Georgia’s rightful jurisdiction over its airspace.
